The Community Services (CS) Program is a part of the Probation Services Department of the Washington County Court System. The Community Services Program permits adults to work off fines, court costs and court ordered hours.
Working Off Fines
Fines and costs are paid off at prevailing Commonwealth minimum wage rate, currently $7.25 per hour. Community Service cannot be used for restitution

Furlough Into Service (FITS) Program
The FITS Program allows Participants incarcerated at the W.C.C.F the opportunity to reduce their obligation to The Washington County Court System at the prevailing Commonwealth minimum wage rate for all fines, fees, and costs associated with their respective cases except court ordered restitution.
The CS/FITS Program takes out Participants to perform large-scale projects on weekends and smaller projects on weekdays.
Governor's Award
This CS/FITS Program won the Governor’s Award for Innovative Community/Governmental Initiatives in 1999.

- Landscaping
- Litter control
- Mulch spreading
- Painting (indoor/outdoor)
- Small construction projects
- Tree felling and bucking

Business Participation
Municipalities, boroughs, cities, and non-profit agencies in Washington County interested in project assistance from either the Community Services Program or the FITS Program should contact the Community Services Office. All major projects are generally scheduled six months in advance.
