The Community Services (CS) Program is a part of the Probation Services Department of the Washington County Court System. Juveniles (ages 14 to 17) and adults (ages 18 and over) work off fines and court costs from the 12 District Justices and five Common Plea Judges in Washington County. The 430 clients per year work in 250 non-profit agencies or with the weekday Community Services Work Crew which is supervised by CS Foremen. The value of a hour of CS work is $6.00 per hour, but no money changes hands. The court obligation of fines and court costs is retired at the conclusion of the CS project work. Clients pay a $35.00 CS Administrative Fee which helps defray some of the program costs.

The Community Services Program also is responsible for the Furlough In To Service (FITS) Program which takes out large groups of non-violent, weekend incarcerated clients (usually DUI’s) from the Washington County Correctional Facility (WCCF) to do large scale projects such as flood control, brush and tree removal, building construction/renovation/repair, cleaning, painting projects, park creation, playground renovation, litter control, etc. The FITS Program has done projects in 37 of 43 municipalities, boroughs, and cities for which we have FITS Agreements. We also have completed projects in 118 non-profit agencies out of the 128 for which we have FITS Agreements. This CS/FITS Program won the Governor’s Award for Innovative Community/Governmental Initiatives in 1999.

Municipalities, boroughs, cities, and non-profit agencies in Washington County interested in project assistance from either the Community Services Program or the FITS Program should contact the Community Services Program.

CS projects are usually scheduled at least two weeks in advance and FITS projects are usually scheduled six months ahead through Gregory Thomas, Coordinator.
